Code Compliance


The Development Services Department is tasked with enforcing City code requirements to enhance and preserve our neighborhoods and business districts while providing a safe, healthy, and environmentally friendly community. We strive to gain voluntary compliance through education, community involvement, and enforcement of ordinances in a fair and unbiased manner.

The Code Compliance staff is available from 8 a.m. to 5:00 p.m., Monday -  Friday (except for Holidays) via the telephone (530) 642-5240/5579 or through email at (allow 24 hours to return your call or email).  If you wish to file a complaint, please print and complete the Complaint form .  All information received is confidential.

The City’s Code Compliance program is driven based on code violations that could pose a health or public safety issue, violate the City Code and in response to public complaints reporting that a property contains a use, construction, or an activity that may not be in compliance with the City Zoning and/or Building Codes. Staff will contact the individual against whom the complaint was filed to request an inspection and assess whether a code compliance issue does in fact exist. If during the investigation of a complaint, other code violations are observed (either on the subject site or in the vicinity) the City must address them as well. Staff then works with the individuals to achieve compliance. Information on code compliance cases is required to be kept confidential.
