STATE LAWS AND REQUIREMENTS
State law required that all cities and counties cut their amount of garbage going to landfills in half by the year 2000. We are now required to reach a statewide reduction goal of 75% by 2020. And that law is why we encourage you to reduce and reuse, then recycle and buy recycled. The fact is, over 75 percent of what we throw away can be reduced, reused or recycled. And it's easier than you think.
You can significantly reduce your garbage by selecting products with the least amount of packaging, buying items in bulk, and buying products that can be used over and over again. Disposable products, while convenient, waste resources.
Another way to reduce waste is to address green waste. Keep in mind that leaves and grass clippings account for one-fifth of our garbage and take up a lot of space in our landfills. By mulching or composting your yard waste, you can make a big dent in your garbage and get a batch of home-made soil amendment at the same time.

The Legislature and Governor Brown set a goal of 75 percent recycling, composting or source reduction of solid waste by 2020 calling for the state and the Department of Resources Recycling and Recovery (CalRecycle) to take a statewide approach to decreasing California’s reliance on landfills. All commercial businesses generating 4 or more cubic yards of trash per week are required to set up recycling service with your local hauler.
Business Commercial Recycling Requirements. A business (includes public entities) that generates four cubic yards or more of commercial solid waste per week or is a multifamily residential dwelling of five units or more shall arrange for recycling services. Businesses can take one or any combination of the following in order to reuse, recycle, compost or otherwise divert solid waste from disposal:
- Subscribe to a hauler(s)
- Arrange for the pickup of recyclable materials
- Subscribe to a recycling service that may include mixed waste processing that yields diversion results comparable to source separation
If you choose any of the three options excluding subscribing to your local hauler you must call and provide evidence of your compliance to the sustainability coordinator at El Dorado Disposal.
All commercial businesses generating 4 or more cubic yards of organic waste per week are required to set up organics recycling service.
January 1, 2017: Businesses that generate 4 cubic yards of organic waste per week shall arrange for organic waste recycling services.
January 1, 2019: Businesses that generate 4 cubic yards or more of commercial solid waste per week shall arrange for organic waste recycling services. *Note: Multifamily dwellings are not required to have a food waste diversion program*
The requirement to recycle organic waste can be met by taking one or any combination of the following actions.
- Subscribe to organic waste recycling service offered by your local franchise waste hauler. Contact them directly for questions about this service.
- Sell or donate the generated organic waste.
