Building Division

The Building Division strives to assure the compliance of structures and other development throughout the City with California Building Codes, the primary objectives of which are safety, accessibility, and energy-efficiency.

These objectives are met by way of plan review, building permits, field inspections, and a variety of code enforcement activities, as well as partnerships with local agencies including El Dorado Irrigation District, El Dorado County Fire Protection District, El Dorado County Environmental Management, and the El Dorado County Assessor.

Please note that the majority of properties within the 95667 ZIP code, including many with "Placerville" addresses, are not within the incorporated City limits of Placerville.  A quick way to know if the property you are interested in is within El Dorado County or Placerville's jurisdiction is to go to: http://edcapps.edcgov.us/building/DesignCriteria.asp and type in the Parcel number or you can download our City of Placerville Streets & Address Ranges List. When in doubt, please contact us to verify which agency has jurisdiction over your property before you complete permit paperwork.

In addition to using the above download, you can also use the County’s GOTNET parcel inquiry web-based service. The City recently collaborated with the El Dorado County to provide the City’s zoning, land use and topological information on this County service. Other information available through GOTNET is flood zone information, aerial photos, etc.

Building Division services are available as follows:

Monday - Friday:
  • 8:00 a.m. - 10:00 a.m.: Walk-in hours for permit applications, plan check submittals and general services.
  • 10:00 a.m. - 11:00 noon: General services; appointment or call-ahead hours for permit applications and plan check submittals.
  • 12:00 noon - 1:00 p.m.: Limited general services. No permits issued.
  • 1:00 p.m. - 5:00 p.m.: Field inspections by request must be made called in by no later than 4:30 pm the day prior to the requested inspection; limited general services. No permits issued.

Construction Permit Application Information

  • Download our Permit Application Form. 

    Use this form for all permit and plan check applications on private property, including demolition work and site improvements. Do not use this form for Planning Applications. Please be aware that if you are not the owner of the property, a licensed contractor or the designated agent of a licensed contractor or owner, you will be required to obtain the original signature of the property owner using the Owner/Builder Form. You will then be asked to provide identification, and a document which corroborates the owner's signature (copy of their identification, ex. copy of their drivers license). 

  • Walk-in permit and plan check applications are only guaranteed between 8:00 and 10:00 a.m. Between 10:00 and 11:00, applications will be processed only if staff is available. Calling ahead is recommended. Permits are not issued after 12:00 except in cases of emergency or if pre-arranged.
  • The Permit Application form and supporting documents and plans may be emailed, faxed or mailed to the Building Division but payment must be provide for the plan checking process or permitting process to take place.  A credit or debit card can be use for payment by calling the Building Division and talking with the staff.  A check may be mailed with the paper work and as long as all signatures are verified to be correct on the application form and a City Business License is current, the permit may be issued and sent via the mail.   
  • Please contact us regarding applicable fees and other submittal requirements for your project. Applications will not be processed without payment of fees.

    Other Forms

    These forms are subject to review and approval by the Building Official and are only to be used as required in conjunction with application for a plan check/building permit.

  • The complaint desk is staffed with an experienced Code Enforcement Specialist who will answer your questions regarding code violations. Your complaint will be assigned a number and an official will visit the property in question. If the investigation verifies that a violation does exist an enforcement case will be opened.
